Tostudy in Romaniain 2027, you need three things:
- A Letter of Acceptance issued by Romania's Ministry of Education.
- A long-stay study visa, called type D/SD.
- Proof that you can pay for your tuition and your stay.
Tuition starts at about 1,980 euro a year, which is about PKR 616,000.
Three rules changed recently:
- Visa fee: raised from 120 to 300 euro on 27 April 2026, per theeVisa portal.
- Work limit: raised from four to six hours a day, per theimmigration office.
- Proof of funds: tied to Romania's minimum salary, which rose on 1 July 2026.
Where a 2027 figure is not published yet, this guide says so. The scholarship section has one condition that most students discover too late.

Is it worth it to study in Romania in 2027?
Yes, if your main goal is an EU degree on a small budget. No, if you expect high part-time wages or a scholarship taught in English.
What works in your favour:
- Low tuition floor. The law sets a minimum fee, and each university sets its own fee from that level.
- Legal part-time work. Students can work up to six hours a day without a work permit.
- Time to find a job. TheEU portalconfirms that graduates can extend their stay by 9 months to look for work.
What you should think about first:
- Language. Most programmes are taught in Romanian. English-taught courses exist, but there are fewer of them.
- Wages. Romania's minimum gross salary is 4,325 lei a month since 1 July 2026. Part-time income will be modest.
- Scholarships. State awards for bachelor's and master's degrees are taught in Romanian only.
If you comparedstudy in Europe 2026options such as Italy and Germany, the main difference here is language. Check the teaching language of your course first.

Second, some university pages still show the old visa fee of 120 euro. The fee is 300 euro for applications sent through the eVisa portal since 27 April 2026.
IELTS and TOEFL fees in Pakistan
If your course is in English, the university checks your language level. The ministry exempts a student only when the teaching language is an official language of their country and their school documents prove they studied in it.
Ask the university in writing whether your English-medium degree is enough. If it is not, budget for a test:
- IELTS exam fee Pakistan: PKR 75,600 in Karachi and Islamabad, and PKR 76,240 at Lahore-region centres, from 2 July 2026, per theBritish Council.
- TOEFL test fee in Pakistan: 230 US dollars, about PKR 63,700, per theETS feestable checked in late September 2026. Tax may be added at checkout.
TheTOEFL exam fee in Pakistanis charged in dollars, so the rupee cost moves with the exchange rate.
How Romania compares with the UK visa fee
TheUK visa fee for Pakistani studentapplicants is £558, about PKR 204,600, plus a healthcare surcharge, according toGOV.UK. Romania's 300 euro fee is less than half of that.
There is also a 2027 change on the UK side. The UK Graduate visa drops from 2 years to 18 months for applications made on or after 1 January 2027.

| Passport | Copy |

2. Get the apostille from MOFA. The fee is Rs. 3,000 per educational document. MOFA requires online registration, so check theMOFA pagefor the current status of its portal.
3. Translate any document that is not in Romanian, English or French.
How do you get the Letter of Acceptance to study in Romania?
The Letter of Acceptance is the document that allows you tostudy in Romania. You apply to the university, not to the ministry. The university checks your file and asks the Ministry of Education to issue the letter. Without this letter, the embassy cannot accept a study visa application.
1. Choose your course and confirm the teaching language.
2. Send your application file to the university's international office.
3. The university reviews it and forwards approved files to the ministry.
4. The ministry issues the Letter of Acceptance and sends it to the university.
5. Pay tuition for the first year. The visa needs proof of payment for at least one year.
Dates differ by university. As one example,TUIASIin Iasi accepted non-EU files from 15 April 2026 to 15 July 2026, with an 80 euro fee.

| Tuition receipt | Proof of payment for at least one year of study |

| Police certificate | Criminal record certificate or equal document |
| Medical insurance | Travel medical cover of at least 30,000 euro for the visa period |

Guide figure:Politehnica Timisoara tells its applicants that the amount is usually 5,000 to 6,000 US dollars, about PKR 1.39 to 1.66 million. Treat that as a guide, not an embassy rule. The money must be real and traceable. Never use borrowed or arranged funds.
Important:You submit the application through Romania's eVisa portal and follow the instructions of the Embassy of Romania in Islamabad. Final approval is at the discretion of the embassy, which assesses each applicant's profile. Nostudy abroad consultancy in Karachior anywhere else can change that.
